Short Courses and Workshops
In January 1891, the General Committee of Essex County Council met to decide the future policy for technical education within the county. A Technical Instruction Committee was established to prepare proposals and reported back to the full council on 7 July 1891. Local committees were to be formed, with the responsibility of arranging short courses to fulfil local needs.
